REFORM and the FUTURE OF ESSEX POLICE

We have been supporting members through the VR appeal panels.  Although these were programmed to take place in early January, some were cancelled by HR and the last of them were concluded last week.

 

One of the effects of this delay is that all of the subsequent processes have also been delayed. We are now expecting those staff who were granted VR after appeal to be notified in the next couple of weeks. Those originally granted VR should have already been notified.

 

The Desk Top Selection process and slotting is scheduled to finish by the end of February subject to any appeals. Finally anyone still displaced will be offered any vacancies from the ‘open list’.The ‘open list’ will include any post that is vacant, or where there is a bumping opportunity.

 

The processes and timescales are controlled by HR and it is up to the HR department to communicate any changes to staff.  However, whenever possible we will communicate changes as soon as we are advised.

 


 

REFORM BUSINESS CASES UPDATE 8th December 2011

 

On 15th November Unison met with the Reform Team and HR and agreed where there were outstanding issues still be resolved for each of the year two reform business cases. Unison received a commitment that all the outstanding matters would be responded to by 30th November.

 

On 1st December Unison advised HR/Reform that we had not received the required information on four business cases, Business Centre, PCSO’s, DIU and CJD and as such could not accept that collective consultation could be considered as closed. However, so as not to delay the Voluntary Redundancy process, Unison advised that they were happy for Essex Police to move to the implementation phase whilst resolving the outstanding issues.

 

As soon as the outstanding information is received it will be disseminated to staff affected and we will look to try to close collective consultation for the outstanding business cases. This will not prevent staff raising personal issues, Unison members can raise via Unison or HR, non-members via HR.

 

Unison have been informed that the VR panel will sit today and where agreed by the panel those staff who are at risk within the process will be advised in writing if they wish to accept VR. We expect that the response will need to be with HR by about 23rd December.

 

Staff not directly at risk but accepted for a bumping opportunity will be notified in due course as will those staff whose application is refused. Following the responses relating to VR Essex Police will be able to move to the next stages of the process. This will be to assess any staff still at risk in a closed pool by way of the Desk Top Selection process and where posts are not found in the area where staff are at risk they will be offered any redeployment opportunities by way of the open list of vacancies.

 

Staff leaving the organisation by way of either voluntary or compulsory redundancy will be given 3 months notice. Unison are expecting the majority of staff subject to redundancy to be leaving the organisation from April 2012 onwards.

 

 

 

 

 

Outplacement - job-seeking - support for police staff affected by the proposed Reform changes
Seetec - an external firm - can provide support in effective personal marketing, CV and interview preparations, short courses and job search assistance.

Seetec, in conjunction with the JobCentrePlus - which provides advice on benefits and funding for training - is running a series of information sessions through November and December.

The sessions will be run from Seetec's centres around the county. The document attached lists the dates and venues.

After the information session you will be able to book your individual appointment directly with the Seetec representative, where you can discuss your specific training needs.

Voluntary redundancy - update 24th August 2011

 
Following our request (as published within page 'Phase 2') we have been advised that the Police Authority have agreed an enhanced voluntary redundancy package, as soon as this is confirmed and ratified we will update this website with the details.
